Job Description

 Background

 

Tearfund is a UK based NGO registered under the charity no 265464 in the UK and working in over fifty countries worldwide, tackling the major issues keeping people in poverty. Tearfund's Operational Team in Afghanistan has provided humanitarian support across the country since 2002 working in disaster risk reduction, water and sanitation, health promotion and food security.
We also work with a number of partners supporting people with disabilities, and partners who work in community development, water and sanitation, advocacy, disaster risk reduction, women's self-help groups, HIV and AIDS, water and sanitation and health promotion work.  Tearfund is registered with the Ministry of Economy in Afghanistan under the registration No. 21.

Job Description

1.MAIN PURPOSE OF JOB 

To effectively facilitate and mobilize the communities  in close coordination with the Community Supervisor in order to improve their livelihoods and food security.
 

2.LINE MANAGEMENT / POSITION IN ORGANISATION

 

Reports to the Community Supervisor

3.DUTIES AND KEY RESPONSIBILITIES
 

  • Mobilise the community, using participatory and developmental approaches.
  • Assist the community to understand priorities in times of disaster and identifying their roles, coping mechanisms, capacities and vulnerabilities.
  • Encourage and promote positive learning between the project staff and the communities.
  • Select the beneficiaries for the project together with the communities, based on vulnerabilities and needs.(Beneficiary Selection Criteria of Tearfund)
  • Work with the Community Supervisor to build relationship with the community and mobilise them to be prepared and aware of disasters.
  • Mobilise the women of the community for the specific aspects of the programme targeting them.
  • Carry out interviews with community groups
  • Monitor progress of the project in the field and report to the Community Supervisor on progress
  • Make simple work plans for the activities ( spinning wheel trainings)
  • Ensure gender balance in the programmes.
  • Recording and filing all community exercises
  • Create recording system at community level, encouraging community ownership and sustainability
  • Participate in reviews and evaluations.
  • Advocate the cause of women and children in the community and society at large.

 
Technical Oversight
 

  1. Ensure intervention meets agreed international standards for sector. (e.g. Sphere, People in Aid, HAP & Tearfund Standards, etc)
  2. Ensure compatibility within local cultural norms, paying particular attention to gender issues.

 

Communication/ Coordination

 

  1. Responsible for proper communication/coordination in all the work related matters with the Community Supervisor  and  in the absence with PM.
  2. Ensure to involve Community Supervisor  in all the major work related decisions.
  3. Ensure to inform the Community Supervisor  & Project Manager with all the related security issues and other vital information.
  4. Maintaining a good relationship with the other members of the team.

                                    
Networking with Families

 

  1. Ensure to be respectful with the beneficiaries, and communicating in a polite and humble way.

ESSENTIAL

DESIRABLE

QUALIFICATIONS / KNOWLEDGE

  1.     At least finished grade 12
  2.     High standard of written and spoken Dari plus one of the local languages (Uzbek, Turkman etc)
  3.  Knowledge of participatory community development and the role of women;
  4.      Knowledge and practical application of gender issues.
  1. Diploma or other educational certificate in community mobilisation.
  2.  Computer experience
  3. Basic understanding of English
  4. Knowledge of agricultural systems, particularly with relation to drought resistant cropping

EXPERIENCE
 
 
 

  1.  At least two years’ experience of community facilitation and mobilisation;
  2. At least 2 years experience in gender work.
  1. Experience of working at the similar role in an NGO Sector
  2. Experience in food aid projects
  3.  Experience in disaster management projects
SKILLS/ABILITIES

 
  1. Good participatory assessment techniques and skills;
  2. Excellent interpersonal relationships, networking and communication skills at community level;
  3.  Good presenters at community level, using appropriate messages and methods.

            

  1. Some experience in assisting in field research.
